Plans submitted for 105 new houses in Coldstream

PLANS for 105 houses to be built on the edge of the Hirsel Estate, Coldstream, have been lodged with Scottish Borders Council this week.

The application is from Hudson Homes and their partners Hirsel Estate (Douglas & Angus), and the application document says: "The estate, as both the landowner and developer, has a long-term interest in Coldstream and will develop the site in a manner which respects the sensitivities of the site and the wider Estate, as well as the town itself."

The application site is 4.8 hectares (11.86 acres), is located on land to the west of Duns Road, Coldstream, at West Paddock, and has been named Leet Haugh.

The land has been allocated for new housing development in the Adopted Local Plan. It is bound to the south by residential properties off Bennecourt Drive and Hirsel View, a line of trees separates the site to the north and north-west from the Hirsel Estate, and a field borders the site to the south west, with a line of trees and the Hirsel Golf Club located beyond. The site is bound to the east by Duns Road.

Guidance drawn up by Scottish Borders Council planners is that the site should be limited to 4.1 hectares and could accommodate 64 houses.

However, the applicants go on to point out that as the guidance also suggests that the density should not exceed 20/30 units per hectare, this would mean that the 4.8 hectare site could accommodate between 80 and 120 units.

The Planning Support Statement reads: "The scale, massing and density of the proposed residential development is reflective of its setting, and respects the amenity of the surrounding area, without having any adverse effect on any nearby residents.

"The development will be served by 123 communal parking spaces, 78 private parking spaces and an additional 10 spaces for visitors."

In February this year the developers held a public open day in Coldstream Community Centre to give people an opportunity to see the plans and make comments about the development before the planning application went to Scottish Borders Council.

At the time the plans indicated 91 houses, and there was a mix of comments from those who attended, the most common comment made being the need for more employment opportunities in the town as well as new houses.

Concerns expressed about drainage and sewerage, road issues, whether there was demand for more residential development in the town, and queries about the houses themselves were described by developers as "minor" and their Planning Support Statement went on to say: "Engaging with the local community has highlighted overwhelming local support for the proposals. The vast majority of the attendees at the consultation event supported the principle of residential development on the site, and felt that Coldstream would benefit from additional housing development."

If councillors give the plans the go-ahead a minimum of 21 of the houses would need to be "affordable housing" and in the early days Berwickshire Housing Association had expressed an interest in building these.

However, due to the recession BHA may not be able to secure the funding needed to go ahead and if this is the case then Douglas and Angus Estates has indicated that it will consider developing the affordable units and acting as the Registered Social Landlord.

If all goes to plan the developers plan to start work on the houses in spring next year and the first of the houses should be ready by 2011 and 2012.
