Two new models for delivering adult social care services in the Borders are being investigated.
After being told that the status quo was not an option Scottish Borders councillors agreed last week for business cases to be made for transferring homecare, residential care homes and day centres to an arms length organisation - either a Local Authority Trading Company or a Limited Liability Partnership.
SBC staff involved with the provision of these services would transfer directly to the new organisation with their existing terms and conditions of employment.
Councillors were told that in the face of ongoing financial pressures and increasing demand for services, the new organisation would have the flexibility and efficiency needed to respond to local and national challenges whilst making savings and improving outcomes for its clients.
It is envisaged that new arrangements would ensure that services were put on a sustainable footing for the future, making them more resilient to changes in the social care market and resulting in greater job security for staff.
In addition a new organisation would also be able to develop new services and potentially generate an income to further support council work.
It is expected that the business cases will be completed and reviewed at a full council meeting in June 2014.
If the plans are agreed, work will begin on establishing the new organisation with a view to the arrangements being fully operational and staff trasnferred over to the new organisation by April 2015.
