ACTING Chief Fire Officer of Lothian and Borders Fire and Rescue Service, David Millar was awarded the Queen’s Fire Service Medal in the New Year Honours list for 2013.

Acting Chief Officer Millar has played a key role in his 34 years’ service with Lothian and Borders Fire and Rescue Service, most recently being appointed as the first ever non-uniform Chief Fire Officer in Scotland with responsibilty for leading the Service through to a single national service on April 1, but it is his commitment to supporting another regional service that was recognised by the honour.

When Highlands and Islands Fire and Rescue Service needed support, David spent a significant amount of his own time in Inverness providing assistance to the Deputy Chief Fire Officer there.

He advised the Clerk of the Fire Board and elected members on the development of effective governance arrangements that can stand up to scrutiny – advice that has led to the development of an improvement plan for Highlands and Islands.

As a result improvements, although marginal for now, are already being realised.

During this time David has also played a key role in creating a new service delivery model for Lothian and Borders Fire and Rescue Service by establishing robust political scrutiny arrangements aligned to local service delivery – an approach so successful it is now being considered as a national model.

The man himself commented: “It was a great honour and privilege for me to be recognised in the New Year Honours list.

“I would like to pay tribute to the support given to me by my colleagues and friends from across the Service in making my contributions to the wider developments within the Service.”
